If it's the listen IP address, why isn't it still
listening on the internal nic, 192.168.1.254?
If someone makes a request on 192.168.1.254, is
dnscache listening on port 53?  Is it listening on
the external IP port 53?  I would think it would
be doing because you used the 0.0.0.0 notation that
I though means all interfaces.
