Sorry for the late addition:

I am running a two-floppy setup with Eiger2beta, it should be similar:
I have packages on both floppies, first is nearly full and second has 
decent room. Here is my  syslinux.cfg:

append=load_ramdisk=1 initrd=root.lrp initrd_archive=minix 
ramdisk_size=20480 root=/dev/ram0 boot=/dev/fd0u1680,msdos 
PKGPATH=/dev/fd0u1680,/dev/fd1u1440 
LRP=etc,log,local,modules,dhclient,dnscache,dhcpd,weblet,sshd,smb,lpd,lynx,psentry,vim

I believe all you have to do is add the other floppy to the PKGPATH 
(comma separated), and go on listing your packages.
I also distributed my pkgs so that the second disc contains 
non-essentials, just in case I need to do without it.

The last 4 pkgs in this list are on floppy 2.

Note that the 2 floppies use different formats (the second drive doesn't 
like large floppies).

This is fairly easy, and I have it working. This is what I did:

1. Format a new floppy for the second disk (the B: drive)
2. move all .lrp packages except for root.lrp from the first disk to the 
second.disk
3.in syslinux.cfg: change

PKGPATH=/dev/fd0u1680

to:

PKGPATH=/dev/fd1

for a 1.44 MB formatted floppy in the second floppy disk drive.


 From now on packages are loaded from and backed up to the second 
diskette. I don't know if it's possible to have other .lrp packages than 
root.lrp on the first diskette, maybe it works, maybe it doesn't.

AFAIK syslinux doesn't work with 2M floppies. I didn't work for me at least.
