61000 is the start of the default port range used by the IP masquerade code.
These ports are likely marked as "in-use" or otherwise reserved so as to
prevent strange interactions.

I'd start by looking at the IP masquerade code in the kernel source tree, if
you're really interested...that's where the masquerade port range gets
defined (as a compile time option).
