Empirically, I'm gonna say yes. Which means I had the same problems as you - using AOL v6, I could not complete an IPSec connection to my Cisco Pix firewall. Dial with a normal (i.e., non-AOL) ISP (a standard PPP connection) ... IPSec connects just fine.
