Read this document:

Basically you have to get the file for your timezone here:

http://lrp.steinkuehler.net/files/kernels/zoneinfo/

copy it to /etc/localtime (overwriting the old one).  I'm not sure if I'm 
missing anything - but check the first link - it should explain everything.
