Yes.

You could also download & run syslinux.  The download includes a dos program
you can use to copy the newer syslinx bootloader to the floppy.  Simply run
the syslinux.com (maybe syslinux.exe, I don't recal exactly) command, and
point it at your floppy drive with the (non-working) CD-ROM boot-disk.
