See the "road-warrior" portions of the online FreeS/WAN docs...lots of helpful info available there. In general, your server should be setup with <static-IP> and %any as the connection endpoints, while the road-warrior (dynamic IP system) will be setup with <static-IP> and %default-route as the two endpoints. You'll also need to make sure the ipsec.secrets files are setup to allow the secret to be used for the tunnel.
