The default Bering Shorewall config has the external interface (eth0) 
configured with 'norfc1918' and RFC 1918 addresses are checked before UDP 
ports 67 and 68 (DHCP).

So.... it may help to remove the 'norfc1918' from the eth0 entry in 
/etc/shorewall/interfaces.
