My experience is that unless you are running IPSEC encryption, or some other very CPU intensive process on the LEAF box, CPU speed will not be a limiting factor.
A 486/66 is capable of supporting a busy T1 , or even a 10mbps ethernet link. 32Mb is usually plenty of RAM.. 64Mb is tons!
