I fought with this same issue all weekend trying to boot various versions of LEAF from a CF card that is sitting in an IDE adaptor.
I found the best way to do it was to use DR-DOS and the latest syslinux.com. I failed when I used the boot disk at http://chinese-watercolor.lrp (which is a win98 disk) because using lock to unlock the CF didn't appear to actually do so. I also found DOS fdisk and various versions of Partition Magic misread the size of the CF card (whether I set the BIOS to read it with CHS or auto). Apparently DOS fdisk has a bug that relates to this - I don't have the webpage that said this at hand right now. If you can make a floppy disk from an image (using dd on a Linux machine), I can send you a floppy image of DR DOS and syslinux.com that you can use to make the CF bootable and with a working linux boot loader. You can then copy the file called linux and whatever else you want to build up your system. However... I also have images of various CFs that do boot available for you to download if you want. WISP with two partitions on 8Mb and WISP with one partition on 16Mb (couldn't successfully fdisk that second partition even with the above floppy!). Also have almost-working Dachstein CDrom version on 32Mb CF. I'm new to WISP so I defaulted back to trying to reconfigure Dachstein from my working bootable floppy and CD Dachstein combo. I'm a long way from getting there yet but it does boot and load some of the Dachstein config. I dd'd it off my floppy onto a Linux box, then dd'd that on to a 32Mb CF card. Then I mounted the Dachstein CD in the Linux box and copied the files to the same CF card. Then I changed syslinux.cfg to read boot=/dev/hda1 rather than boot=/dev/fd0. However, although it boots, I am still trying to work out the best way to get the modules that it expects to see in /dev/cdrom/lib/... to be in the modules.lrp file that I copied on to the CF from the floppy.
