I had similar problems running 3Com cards.  I switched to Intel based cards
and they went away.  You might want to configure those 3Com cards with the
little DOS utility to make sure they are up to snuff.  I've never had a
problem with 3Com cards until I ran them in my router.

Considering the big difference in speed it's most likely you are
experiencing a duplex
problem.  Probably one device is talking full-duplex to another device in
half-duplex
mode. The retransmits caused by this conflict would show a similar speed
drop. But
it could also be a bad NIC, dirty connectors, bad cabling,  a routing
problem etc.
