I believe that is a multicast packet from your Cable or DSL modem.
It might be trying to broadcast routing information (that you
probably don't need).  You might be able to disable the broadcasts
if you want to.  Many broadband modems have a web interface at
http://192.168.100.1/ .  (I don't recall for sure, but the *stein
firewall rules might block access to that address by default.)
