The startup scripts use values from /etc/dnscache/env/DNS[01], /etc/dnscache/env/FORWARDONLY, /etc/tinydns-private/env/DOMAINS, and possibly others. If you just want your own domains to be added and point to 127.0.0.1 (where tinydns-private would typically be listening), use the /etc/tinydns-private/env/DOMAINS file which gets backed up with tinydns.
