Okay, now I understand better. The good news is that you should be able to get the data you need from pppd. If this is a dial-on-demand setup, you may need to use the contents of /proc/net/ip_conntrack or similar to see who initiated the connection. The bad news is that I have never done anything like this, so I don't have a specific, complete solution to offer.
