You don't say what this router is going to do. Do you want 500 users to have simultaneous Internet access? With Nat? DCHP? With two cards, 2 Lans? On a single T1? Are you going to chain together 50 to 100 hubs? A Via 533 is not going to service 100MBS total bandwith. And this sounds like downtown collision city.
