Yep, I think you're correct.

Note that router B's Secondary IP address of 10.0.0.2/24 exists on the subnet of the Primary IP address of 10.0.0.1/24 on Router A
Now, routes from router A will propagate to router B But, routes from router B WILL NOT propagate to router A.
Now this is OK as long as router A is the downstream router supplying router B and router B's default gateway is router A. But routes will become unreachable by some on the network if it is the other way around.
