I only have to ask again because I could not believe that a few settings like the ones in my example above are enough to solve all my problems.
With proper routing in place, all you need to do to enable proxy arp is set the proxy-arp bits in /proc (and put proper firewall rules in place, if desired).
Setting the 'proxyarp' option in /etc/shorewall/interfaces takes care of the /proc part.
