Any fairly recent distro should be fine - I use it on Fedora Core 2 and RHEL 3, but other members of the Bering uClibc team use it on SuSE and Debian (don't know exactly which version).

The whole point of buildtool is to be independant of the distro (otherwise, one could have chosen the UML approach of Bering).
What all does "./buildtool.pl build buildenv" build? Does it build a full cross compile env?
Some of it - a "full cross compile env" is pretty broad in scope. It builds a gcc, binutils and uclibc. Other "helper stuff" is compiled as needed (when a package requires it to build) - things like autoconf or nasm.
