I finally figured out how to fix the vlan issue. After spending 2 days trying to manually install uClibc and subsequently the buildtool, the patched and compiled tulip driver would still not set the interface with an MTU of 1504. In addition, the patched driver would kernel panic randomly.
For all future VLAN users, I fixed the MTU issue as follows: 1) Set CLAMPMMS=Yes in shorewall's general config file 2) Set all VLANs to a lower MTU. I used 1450 with success When packets get forwarded to a VLAN, Shorewall will fragment the packets to fit the VLAN's MTU. This will keep VLAN tagged packets smaller than the max for the interface they sit upon. All packets are routing as they should now. One lesson learned is that if you need to compile anything even a single driver, use the buildtool.
