Changing the order of packages in leaf.cfg does only change the order
in which they are loaded from your boot media, not the order in which
they are started. To change that, you have to edit the relevant files
of the packages in /etc/init.d/ (those are 'ntpdate' and 'ntp') and
change the numbers in RCDLINKS. I see that ntpdate by default has 51
while ntpsimpl has 23, so you could try and change that.

I'm only running ntpsimpl (the ntpd program) and have no problems
sync-ing time to upstream servers, but my computer does have a
hardware clock. So I hope this helps you to run ntpdate and ntpd and
solve your problem.
