Robert,
The pdf isn't generated yet. When it is, it will reside in our FRS on
SF. Thus, the link is correct. However, the generated content is
missing.
Anyone can generate a pdf from our docbook xml source using FOP.

Note: I haven't started working with the new FOP beta
yet, but I have seen examples that 0.92 is likely usable
