I should have known :-( looking in my kernel config I found limit
support was compiled into the kernel statically.

Still I have a problem with it, this is the line built by shorewall.

# /sbin/iptables -A net2fw -p tcp --dport 22 -m limit --limit 5/min
- --limit-burst 10 -j ACCEPT
iptables: No chain/target/match by that name
