This was the same situation about a couple of years ago in Canada (southern Ontario) even if one has a fixed IP address. However, most ISPs here now would allow 24/7/365 connection for ADSL lines, which leads me to believe that the problem is at the ISP-end of the connection. What you have to do is to convince your ISP to allow for indefinite connection!
