Shorewall simply tries a valid iptables command that uses the feature -- if the
command succeeds, Shorewall reports "Available"; otherwise, it reports "Not
Available".

With a distribution like BU that doesn't use module auto-loading, the
capabilities are therefore dependent on the set of modules that the user has
loaded, either using the distribution's mechanisms or by setting MODULESDIR in
shorewall.conf to point to one or module repositories. In the latter case,
Shorewall will attempt to load all modules listed in /etc/shorewall/modules (or
/usr/share/shorewall/modules if the former file does not exist), before it
detects the capabilities.
