I don't know if this is proper place for this - let me know if it isn't.

I need to find a solution for our problem - and I don't have time to
figure it out myself - I'm prepared to offer a bounty to get a "recipe"
of sorts to fix this.

Something that would include steps to implement on a "bare" install -
what modules would be needed, what config files changed, what packages
incuded, etc.

Here is our situation:

MAIN Bering uClibc router (3.0 b3) at a datacenter with 2mbit up/down
throttled connection

5 remote offices - some running older versions - but the one in question
(let's call it REMOTE1) is version 3.0-rc1

REMOTE1 runs openvpn to connect to MAIN and pass traffic - RDP, printing
(lpr, raw) , SMB, scan-to-email, scan-to-ftp. RDP is the critical
application.

REMOTE1 connections:

Eth0 - DSL 1.5/384 with datacenter ISP

Eth1 - local network

Eth2 - 8mbit cable connection

We have it setup (via routing entry) for NAT inet access through Eth2
for general use (not critical)

The VPN goes via static route through Eth0. Shorewall for firewall

Problem - users complain of lag in RDP access (about 20 users connecting
to 2003 terminal server - 256 color mode) at times

Other things sharing the VPN link: scanning to e-mail/ftp (up),
printing (down), occasional SMB file access (both)

I don't know if this is caused by saturating the outbound on the DSL, or
something else. I've seen the outbound maxed out when they are having
issues, but not always.

I'm looking for a recipe for a good setup to limit these problems -

Maybe something to fix the DSL cache issue with saturating the outbound
& prioritize or keep a subset of bandwidth for the RDP packets

It would be nice if this could be done in the shorewall config files -
since I am most comfortable with that.

I would have no problem paying a bounty, but having the solution be
public. Or not.

I can pass on relevant config files if needed.

I can go to $150 without needing extra approval -

Thoughts?

Thanks,
