This should be fixed in 3.1 final:

Changelog between 3.1b2 and 3.1b3:

patch to fix "ping: can't create raw socket: Address family not supported
by protocol" whilst trying to ping/connect to a host from /etc/hosts and
ipv6 module is not loaded.
