No, shorewall just checks for the existance of the logfile. I _blieve_ the idea is that there is a logging facility somewhere which creates the logfile for shorewall. Shorewall itself does not bother how this file is created, it just checks for its existence. Now you can either use syslog or ulogd to collect the logging information for shorewall. For both you let the logging daemon create the files for you.
