I didn't use wondershaper so I can't answer anything about it. ppp-shpr is oriented for usage on VPN/PPPoE/other PPP servers, with shaping of outgoing traffic (for client side - download) and policying of incoming traffic (upload). Also there is ppp-hsh shaper package, that works together with hsh (HTB hash-based shaper) - for shaping of client upload traffic.
