I have been looking into strongswan as openswan is quiet and libreswan 
requires NSS. Strongswan needs quite some work too to fit into our 
development environment, but it appears to be well portable.

I don't have a development system right now and had even some 
difficulties with a very modern distro running it. Maybe later this 
year, but then maybe someone else is picking it up.
