Yes, LEAF Bering is geared towards shorewall and there the module 
loading process has been implemented. Not so for native iptables support.

You can either add the necessary modules to /etc/modules or better, 
extend iptables.... to include the module mounting/unmounting functions. 
Please provide apatch if you do so.
