The best method is Two-Way Satellite Time and Frequency Transfer
(TWSTFT), utilized by those laboratories with green dots. The others use
some method of GPS common-view, such as Single Channel (SC) or
Multi-Channel (MC).
This is not how 100's of millions of computers on the Internet sync their
time.
It is merely how a handful of scientific labs sync their time.
