As of under a year ago the ITU-R has put many recommendations online,
but not all.  The earliest TF.460 is revision -4, and that was well
after most of the text had been discussed and approved.

Many more details are only available in the full proceedings of each
meeting.  Those consume about 12 shelf-inches for each assembly, many
libraries only have partial sets, and their organization is
sufficiently haphazard that no librarian can resonably index them, so
it's necessary to procure all volumes to get the whole picture.  These
include the names, discussions, questions asked and answered, and
amendments made to the working documents by each Plenary Assembly
during the process of approving new or changed recommendations.  Some
of those names from long ago are still evident in the recent meetings
on UTC.
