Lick and the UC have good libraries, and unsurprisingly they show
that the answer to the question "How did things get this way?" is
historical accident followed by people not seeing the whole picture,
not talking to each other, and not listening to each other.
After those facepalm moments blame is unproductive, and an open
question is whether the history books 50 years hence will show more
of the same.
