No, it only breaks those that relies on the DUT1 being <1s.

There may be many of them which are perfectly happy with DUT1 <1m or even <1h.

(One example of the latter are steered solar panels, which often run on
a local free-wheeling clock anyway)

It can easily be argued that if you need UT to better than 1s, you
should use one of IERS's UT products and you will have five years to
make the fix.
