Please check my reasoning:

The westernmost point of the London Borough of Greenwich appears to
be at the intersection of the A200 and Deptford Church Street, which
is west longitude 0° 1' 24".  That corresponds to 5.6 seconds of time.
Assuming the last possible leap second is in 2017, and that one leap
second is needed each 1.5 years,  the position of the mean sun at
0 UTC will reach the western boundary of the London Borough of
Greenwich in about 2025, at which point the nearest geographical
description of UTC will be Lewisham Mean Time, and the abbreviation
will be LMT, which is also local mean time.
