Or maybe just not digested well enough to risk what happens when
someone who does not grok the whole scenario faces the press.
There have been plenty of other examples of poor communication.

I'm amused that the German press wrote something that so much
resembles the Wall Street Journal treatment in 2005 which also
used the word secret.  Nobody has ever explored whether it was
Condoleezza Rice herself or someone else in Department of State
