A piece of history from the JPL DSN operations http://ipnpr.jpl.nasa.gov/progress_report2/VIII/VIIIT.PDF gives a view into the level of nomenclature confusion that happened around 1972. At that date no CCIR document had used the term "UTC".
Not only does it use "old UTC" and "new UTC", but it also makes "new UTC" synonymous with "IAT" and "A.1", and to the relevant precision all of them interchanged with "GMT".
