The reason why leapseconds is a problem is that people assume that
it *also* counts minutes, hours and days also.
Others would say that "the reason" there is a a problem is
that time_t does not count the leap seconds. Thus, when
I ask for the number of seconds since the epoch, I'm given
the wrong answer. Wrong by the number of leapseconds.
