Since only forward references are being used, how could this collide with 
anybody but wayward wifi at Starbuck's, etc?

As far as perverting A records, this seems completely within the purview of 
class E: "Mutually consenting devices could use these numbers for whatever 
purposes they desire" (rfc3692).
