Debian uses the package "popularity contest". It submits the ist of installed
(and based on file timestamps: used) packages along with a unique host ID
(AFAIK). Transmission occours via email or http. See the FAQ [1] for details.

The Debian Installers asks the user whether this package should be enabled
(off by default). Thus no information is sent without the explicit approval of
the user.
