The sender domain has a DMARC Reject/Quarantine policy which disallows
sending mailing list messages using the original "From" header.
To mitigate this problem, the original message has been wrapped
automatically by the mailing list software.

Well, I was selecting busybox’s wget, but it was silently being overwritten by
something else:
root@lede:/tmp/x# ls -l /bin/wget

uclient-fetch

so that’s the real culprit.

I can reproduce partially (17.01.4), here I get garbled filename that
seems due to charset mismatch:
