A closer look on this looks like the taxincluded handling code seems
broken, though it is hard to say in areas of old code. I don't see how it
can loop through taxes though. I hope to have a patch available today and
apply it after the 1.3.27 release.
I have some other concerns about this area of the code. I will probably
email out an update when I have more information.
