user-visible and developer visible changes in a release notes document.

How about creating a release notes page for 1.4 on ledgersmb.org so we can
all edit it with our respective views/contributions?

Other than that, I don't have any functionality I'd like to get in last
minute. Istvan has a nice addition he's working on that'll help within-EU
cross-country business, though: he's working on the ability to include the
VAT/ TAX ID on the invoice. That's something that would really help EU
businesses with cross-border sales.
