I've changed the query for 1.4 tickets to be:
all 1.4 tickets AND those 1.3 tickets which do NOT have the label
"1.3-only".
It would be my preference to triage the 1.3 tickets into two categories:
those which are 1.3-only and those which are not. Additionally, I'd like to
triage them into the priorities 1 (fix some day), 4 (fix after initial 1.4
release) and 9 (block 1.4 release) as discussed before.
I've introduced a new priority: 6 (fix asap, but don't block 1.4 release)
