"We" actually meaning the core application developers since a lot of our
users are in the US.  "We" also need to support the insanities of tax
calculation in Canada, and various issues of invoice numbering in many EU
countries.

Ed's case can probably be mostly handled (once we have a few enhancements in
place) with the current simple tax module.

BTW, we actually have support for arbitrary complexity of tax laws.  The
issue is how we create one speific for insanities a lot of our users have to
deal with whether they are located in Seattle, Toronto, or Athens (Greece).
