There are two ways to do this:

1)  Upgrade to 1.1.x through the same methods you would via SQL-Ledger,
then 1.2.x and follow the accompanying upgrade info, and then 1.3.x using
the setup.pl.

2)  Upgrade to 1.2.x by running relevant files in sql/upgrade/legacy.  Then
upgrade to 1.3.x using the setup.pl

I would recommend upgrading to LedgerSMB 1.1.x first and then upgrading
major version by major version from there, honestly.  That's probably the
easiest way forward.
