I agree. We don't want to end up with crazy situations like we have in Rugby League - where the team that finishes top can go nowhere but a team from the middle of the table can be selected to go up based on completely non performance-related criteria (this year Widnes got promoted to Super League despite finishing 5th in the Co-operative Championship!)
