I spotted this while poking around on the Football League site. Chester City
have a salary cap in place but they were in administration in 1998/99 and
still have a cap in place???

Yes, I think this is what it means.

I think it's a cap interms of what proportion of income can be spent on
salaries.  Shouldn't a problem for us in this league, given our fan base if
it's set at 40-50%.
