Mike, same as email spam, it's all done by automatic processes, some are badly written, some are foreign character set, some are partly blocked, these people work on percentages, send out a million and there is bound to be .01% stupid, greedy enough to go for it, that's 100 people. Takes virtually no time, costs virtually nothing to do and its not illegal.
