Matt there is a fundamental (excuse the pun) difference which you seem to be missing here. The IRA tried to kill their oppos in NI (UDF etc). And the British government/establishment whom they aslo saw as the enemy. They did not TRY to kill civilians. They bombed the british mainland to cause disruption and thereby apply political pressure on the government. If you recall they used to have a hotline to the british police and gave coded bomb warnings precisely so civilians could be evacuated from the area.
